What the free route requires
- Free listings exist but only for free apps and consulting-partner listings; paid apps pay a $150 annual listing fee plus a security-review fee (reported as $2,550 one-time on the partner FAQ; the ISVforce guide cites $999 per paid-solution review attempt — figures differ by program/version, confirm in the Partner Console)

Requirements
- A real packaged Salesforce solution (managed package, API solution, etc.) — not a listing-only directory
- Enrollment in the ISV Partner Program plus a signed distribution agreement
- Connect the packaging org (Dev Hub) to the Partner Console (Publishing > Organizations > Connect Organization)
- Pass the security review — a Developer Edition test environment with the solution installed is required; review takes up to ~4 weeks
- Listing itself must pass brand-guideline/policy approval and requires signing a PADA before publish
- 'Manage Listings' permission in the Partner Community
Prepare before opening the form
- Built, packaged Salesforce app (2GP managed package or API solution)
- ISV partner enrollment and distribution agreement in place
- A configured Developer Edition test org with the solution installed for the review team
- Listing content via the Partner Console Listing Builder: basics, pricing model, marketing assets
- Budget for security review and (for paid apps) the $150/yr listing fee
Workflow
- Join the Salesforce Partner Community and get 'Manage Listings' permission
- Connect your packaging org under Publishing > Organizations
- Create the listing in the Listing Builder (Fill in the Basics, Price Your Solution, Link Your Solution)
- Submit the listing for approval AND submit the solution for security review (they can run in parallel)
- Pay the applicable security review fee; track status in the Partner Console overview
- Sign the PADA (clickthrough for Checkout listings, offline for other paid/freemium)
- Publish once both listing approval and security review pass
Watch for
- Fee figures differ across docs — $2,550 one-time (partner FAQ) vs $999 per attempt (ISVforce guide); each failed resubmission is a new attempt
- Review can take up to 4 weeks — book the technical office-hours slot ~3-4 weeks out when submitting
- Security re-review can be requested at any time post-approval (typically yearly)
- New package versions do NOT need re-review — just an attestation on the listing
- This is enterprise-grade app distribution — months of effort, not a directory submission
