Researched from public pages — no submission was run · sources read 2026-09-25. Rules change — recheck the platform's own pages before submitting.

Requirements

  • A supported offer type: Office Add-ins, apps and agents for Microsoft 365 and Copilot, Power BI visuals, SharePoint Framework solutions (SharePoint Add-ins are deprecated; VSTO/COM add-ins cannot be submitted)
  • A Partner Center developer account, which itself goes through an approval process
  • Submission must be virus-free, stable/functional, free of inadmissible material, with accurate descriptions and support docs
  • Provide detailed test notes (sample data, configuration instructions, a test/demo account) — and don't gate test accounts behind manual developer interaction since the validation team is global

Prepare before opening the form

  • Microsoft account + Partner Center company developer account
  • Payout information if the offer is paid
  • App package/manifest, listing metadata (description, screenshots), support documentation
  • Test notes and a ready-to-use demo account for the validation team

Workflow

  1. Create a developer account at partner.microsoft.com (Office enrollment) and wait for account approval
  2. Create the marketplace offer in Partner Center and fill all required sections
  3. Submit the solution — it passes automated checks, then human validation (3–5 working days; Teams/SPFx submissions ~24 hours)
  4. If 'Attention needed', open the report, fix issues, resubmit
  5. After certification, the product typically appears in Microsoft Marketplace within one hour
  6. Optionally enroll in the Microsoft 365 App Compliance program (Publisher Attestation)

Watch for

  • You can't publish changes while a submission is in-flight — wait for the current submission to complete
  • Any post-certification change triggers re-certification
  • Free apps containing in-app purchases are labeled 'Additional purchase might be required' on the listing
  • Localizing into additional language stores requires descriptions for each language and matching manifest/service updates
  • Different offer types follow different submission docs — Teams apps and SPFx solutions have their own pipelines

What counts as live

Partner Center shows the offer status as 'Published' and the listing is reachable in marketplace.microsoft.com / in-product Office experiences

Not verified

  • Whether the Partner Center account currently carries a registration fee for this offer type (not stated on the fetched page)
  • Whether the marketplace listing backlink to the publisher site is dofollow
